We find that odoo is processing the manufacturing order directly using materials from Stores. WE need the stores to issue materials to production

We can configure manufacturing to follow a three step process.  The system will create a pick operation in stores once the manufacturing order is created.  The stores can process the pick operation prior to  manufacturing.
